The main objectives of Federal Government Scholarship Award Scheme include:

&/#8226; To make higher education more accessible to the less privileged and yet brilliant students who would not have been able to afford the acquisition of such education.

&/#8226; To augment the normal education and manpower development for high level manpower needs.

&/#8226; To reward, promote and encourage academic achievement and excellence.

&/#8226; To enhance persistence or retention in schools.

&/#8226; To equalize or balance educational opportunities.

&/#8226; To promote attainment of educational and national goals.


 

Nationwide literacy is delivered through the following programmes:-

Until recently the Federal Scholarship Board has been designated as Federal Scholarship and Student Affairs Board. However, the Honourable Minister of Education, Prof. A. B. Borishade at the briefing of 14th February 2001, directed that the Board should concern itself solely with scholarship matters while student&/#8217;s affairs should be handled by a new outfit to be created soon. To this effect, the new nomenclature of the Board is simply (Federal Scholarship Board), and its head is (Secretary (Federal Scholarship Board).

The Federal Scholarship Board as a Division in the Department of Higher Education has four (4) Branches viz:
(a) Nigerian Award
(b) Commonwealth Award
(c) Overseas Award
(d) Students Loans Scheme

Federal Scholarship Board has its Head Office in Abuja, Six (6) Zonal Offices at Enugu, Gusau, Minna, Akure, Bauchi and Port Harcourt, an Administrative and Accounts Units at the Head Office and the Zonal Offices.

The Federal Government Scholarship Policy is to make higher education more accessible to qualified Nigerian students and assist indigent as well as handicapped students to gain access to higher education. Greater accessibility to higher education will lead to the development of high-level manpower in relevant fields of specialization for economic, scientific and technological development of the nation. Therefore, the Federal Government has instituted a massive scholarship award programme for postgraduate and undergraduate students in all Federal and State Universities, Polytechnics and Colleges of Education.

NIGERIAN AWARD BRANCH

Nigerian Award is one of the four Branches of the Federal Scholarship Board. It processes and implements scholarship awards for Postgraduate, Undergraduate and the Handicapped candidates in all the tertiary institutions.
The activities of the Branch include the following:

i. Distribution of application forms to State Scholarship Boards,
Federal and State Universities, Federal Scholarship Zonal
Offices, Polytechnics, Colleges of Education etc.
ii. Advertisement of the award in Nigerian newspapers
iii. Processing of application forms
iv. Conduct of selection Interview
v. Implementation of awards
vi. Payment of scholars&/#8217; allowances
vii. Monitoring of scholars in all tertiary institutions
viii. Preparation, maintaining and updating of scholars records
ix. Correspondence with the scholars and the institutions
x. Writing of periodic report on the Nigerian scholars
xi. General Correspondence with the public on Nigerian scholarship award matters
xii. Participating in the Annual C-ordinating Committee Meetings of Secretaries of Federal and State scholarship Boards

OVERSEAS AWARD BRANCH
The Overseas Award Branch (Formally known as BEA) of the Federal Scholarship Board processes and Implements scholarship awards received from and granted to countries with whom Nigeria has Bilateral Educational Agreements.
The Duties of the Branch include:
i. Advertisement of scholarship offers
ii. Distribution of application forms
iii. Processing of Scholarship Awards
iv. Conduct of nomination interviews for Bea awards
v. Conduct of selection interviews for Overseas scholarship awards for studies in Critical Subject areas of national manpower needs.
vi. Making pre-departure and traveling arrangements for successful Nigerian Candidates
vii Placement of foreign students on Federal Government Scholarship in Nigerian Tertiary Institutions.
Viii Payment of allowances to Federal Government-sponsored BEA scholars locally and abroad.
Ix Preparing, maintaining and updating of scholars&/#8217; records.
x. Correspondence with Embassies and Scholars on Scholarship matters and scholars&/#8217; welfare.
xi. Correspondence with prospective candidates.
xii. Writing of memos on award matters.
xiii. Monitoring of scholars locally and abroad
xiv. Preparing briefs and periodic Reports on BEA scholars
xv. Arrangements for and participation in Inter-Ministerial Committee Meetings on Bilateral Educational Exchange Programme matters such as review of Educational Agreements and modalities for implementation of BEA awards.
xvi. Processing Technical Teachers Recruitment under Overseas Teachers Aid Programme e.g. ( British Volunteers Service Overseas (VSO )
xvii. Participating in the Annual C-ordinating Committee Meetings of Secretaries of Federal and State scholarship Boards.
COMMOMWEALTH BRANCH
Nigeria operates both as an Awarding and Receiving Country under the Commonwealth Scholarship and Fellowship Plan.

AS AN AWARDING COUNTRY (RECIPROCAL AWARD).

i. All Correspondence with other Commonwealth Countries, successful and prospective scholars.
ii. Receiving and Screening application forms before awarding Scholarships.

&/#8226; Receiving into the country and fixing the foreign scholars in various Universities
&/#8226; Payment of their entitlements i.e. Tuition fees, Allowances, Passages and other charges.
&/#8226; Monitoring of scholars in Nigerian Universities.

AS A RECEIVING COUNTRY


&/#8226; Distribution of application forms
&/#8226; Advertisement of award.
&/#8226; Processing application forms
&/#8226; Organising and conducting selection interviews.
&/#8226; Collation and processing of interview results
&/#8226; Submission of nominations to awarding Countries.
&/#8226; Monitoring of Scholars in Commonwealth Countries.
&/#8226; Correspondences on CSFP.
(iii) Preparing, Maintaining and updating Scholars&/#8217; records
(iv) Tracer study of successful scholars that have finished their courses and returned to the country.
(v) Writing of memos and reports on CSFP.
(vi) Preparation for and participating in Inter-Ministerial Meetings on Multilateral scholarship awards.
(vii) Any other duties assigned by the Head of the Division.
(viii) Participating in the Annual C-ordinating Committee Meetings of Secretaries of Federal and State scholarship Boards.
